What is the Care Quality Commission?
Since 2009, under the Health & Social Care Act in 2008, CQC were established as an independent regulator of health and adult social care in England. They set out with a clear mission: to ensure that health and social care services across England provide high-quality care in a safe and compassionate environment. Before any care home or health and adult social care provider can operate, you must register with CQC and demonstrate basic care standards and legal compliance.
When searching for a care provider, CQC registration is a must, but what makes a CQC rating different?
How Do CQC Inspect & Monitor Care Homes?
There are 5 key factors that a CQC-qualified inspector will assess when visiting a care home:
- Safety – Are residents safeguarded from abuse and harm?
- Effective – Is the care, treatments and support in place achieving good outcomes and maintaining quality of life?
- Care – Do the staff operate and demonstrate compassion, respect, dignity and kindness?
- Responsive – Are the needs of residents being met with well-organised services?
- Leadership – Is the care home being led and managed to the best possible standard?
By following this assessment framework, gathering insightful information from staff, care providers, residents and their families through observations and discussions, as well as reviewing facilities, documents, policies and care, CQC is able to review their findings and provide a thorough report on their findings.

Are CQC Reports Accessible?
Following inspections, the CQC will publish a public inspection report and if appropriate, a quality rating, ranging from Inadequate, Requires Improvement, Good and Outstanding. Their reports will include details of their findings, highlight good practices, points of concern and recommendations that will improve their standards.
Based on their findings, CQC will identify an action plan, especially for Inadequate and Requires Improvement ratings and even in some cases, take action if the standards of care are not improved or the safety of residents is in jeopardy.
